Once Again, Texas Leads the Way

Paris, Texas, judge denies new trial to man with IQ of 47 who molested boy -- chicagotribune.com: "PARIS, Texas — For more than six hours Tuesday, as a parade of witnesses testified about the severity of Aaron Hart's mental retardation and his inability to understand his legal rights, the 18-year-old defendant with an IQ of 47 sat silent and shackled in a chair, alternately fidgeting and making faces."

I don't understand how a county judge can have the authority to hand down hundred-year sentences! Shouldn't major crimes be tried in a higher court by judges with better judgment? I saw in following links to that story that a high school girl got seven years for shoving a hall monitor.
